Another not overly straight-forward one for a couple of reasons. Firstly, 'shocking' and 'unexpected' to me are two different things. Something can be unexpected but not shocking equally so something can be shocking but not unexpected. And secondly, are we talking about the final scene or the whole episode?
For me, most of the season finales have ended on an unexpected note. The exception being Season One which,h in a way, could possibly be seen as both 'shocking' and 'unexpected' as it didn't end with a cliff-hanger or even a 'ooh, what's going to happen next'. However, not all of them have ended on a shocking note.
There hasn't been a finale where I've been on the edge of my seat throughout being shocked and/or surprised time and time again. The finale that probably produced the most unexpected moments was Season Three 'Hiatus', but it wasn't really a shocking episode.
So in the end I'm going to go with:
Season Two's finale - 'Twilight'.
Whilst I knew before I watched it that Kate was going to be killed (at that point I wasn't able to get the episodes as quickly as I do now) had I not known I would have been mightily surprised as there wasn't all the 'talk' before-hand.
And it was certainly a shocking ending - made all the more so because she apparently survived, only to stand joking and exchanging banter with Gibbs and DiNozzo seconds later to be shot in the head and killed by Ari.
The episode did have a number of surprises over all and mild shocks too. But the ending really was so very well done, so well set up, so unexpected - it had me crying even though I knew Kate would die.
So that's why it gets my 'vote' as the most shocking/unexpected finale.
